FORMER Caloocan City Mayor Rey Malonzo has filed graft and malversation complaints before the Office of the Ombudsman against Caloocan 3rd District Representative Dean Asistio over several allegedly anomalous infrastructure projects in Caloocan City.

According to Malonzo, the complaint covers multiple projects that allegedly involved ghost, non-existent, or heavily padded public works projects amounting to millions of pesos.

Among the projects cited was an alleged P6.7-million road and drainage rehabilitation project in Carmelite Village, Barangay 187, which Malonzo claimed had “zero physical footprint.”

Also included was a supposed P19.2-million flood control structure in Barangay 187 that allegedly did not exist and supposedly used digitally manipulated photographs in project documentation.

The complaint also questioned a P11.7-million road construction project in Barangay 159, which allegedly used unrelated photos to conceal the absence of actual construction work.

Another project flagged was a P2.9-million building project in Barangay 177, which Malonzo alleged falsely presented a minor homeowners’ association office renovation as a newly completed covered court.

Malonzo further accused the respondents of “location fraud” involving a P19.2-million project in Rivera Bukid, claiming that photos taken in Barangay 159 were allegedly used to justify work supposedly conducted in Barangay 163.

Also included in the complaint were two allegedly overpriced projects in Barangay 187: a P9.6-million day care center project that was allegedly reduced to only superficial renovation work, and a P9.7-million covered court rehabilitation project that supposedly involved replacing fewer than 25 roofing sheets allegedly worth around P150,000.

As of writing, Asistio’s camp has yet to issue an official statement regarding the allegations.
