Khonghun, Robes lead Central Luzon Governance ratings in RPMD survey

Deputy Speaker Jay Khonghun of Zambales and Representative Arthur Robes of San Jose del Monte City topped the rankings among Central Luzon lawmakers in the latest “Boses ng Bayan” Governance Assessment released by RPMD (Research and Public Management Development) Foundation Inc.
The survey showed that Khonghun and Robes were statistically tied at the top of the list, earning governance index scores of 87.6 percent and 87.2 percent, respectively.
Their strong ratings underscore the high level of public confidence in their leadership, effectiveness, and commitment to public service.
According to the assessment, Khonghun was among the region’s most highly regarded legislators, recognized for his proactive approach to governance and responsiveness to the concerns of residents across Zambales.
RPMD Foundation Executive Director Dr. Paul Martinez said the findings reflect a growing preference among voters for leaders who deliver tangible results and remain accessible to the communities they serve.
“People are placing greater value on leaders who act decisively, address public concerns, and genuinely represent the interests of their constituents,” Martinez said. In the local government category, Atty. Rolen Paulino Jr. secured the seventh spot among Central Luzon’s top-performing city mayors.
He received a trust rating of 77.7 percent and a performance rating of 78.1 percent. The “Boses ng Bayan” survey was conducted from April 1 to 8, 2026, involving 5,000 registered voters from various provinces across Central Luzon.
The study measured public perception of elected officials based on governance, performance, trust, and overall satisfaction.
