CIDG files additional case vs. vlogger Norman Mangusin

THE Philippine National Police – Criminal Investigation and Detection Group (PNP-CIDG) has filed another criminal complaint against vlogger Norman Mangusin, popularly known as “Francis Leo Marcos,” over alleged violations of Republic Act No. 11917, or the Private Security Services Industry Act.
Aside from Mangusin, businessman Edmund Soner Sarana and eight others were also included in the complaint.
According to Napolcom Vice Chairman Executive Officer Atty. Ralph Calinisan, the complaint was filed before the Office of the City Prosecutor in Quezon City on Tuesday, May 19, 2026.
The complaint involves the alleged illegal practice of the private security profession without a valid License to Exercise Security Profession (LESP).
The case reportedly stemmed from an ongoing investigation by the PNP-CIDG, in coordination with the PNP Supervisory Office for Security and Investigation Agencies (SOSIA), regarding previously discovered unauthorized security operations allegedly linked to Mangusin.
Prior to this, the National Police Commission had also coordinated with CIDG over Mangusin’s alleged unauthorized use of police uniforms, use of multiple identities and identification documents, and reports involving illegal security personnel operations.
Mangusin was earlier presented by NAPOLCOM and CIDG after his arrest over 12 counts of cyber-related unjust vexation under the Cybercrime Prevention Act of 2012.
Calinisan said the filing of additional charges reflects the government’s firm commitment to protecting institutional integrity and ensuring accountability for those who violate the law.
“The name, uniform, and system of the government must not be used or abused to deceive the public. When there are violations of the law and accountability must be imposed, the government will act. There is no room for impersonation and illegal operations under the law,” Calinisan said.
