NBI personnel confronts LTO enforcers during roadside operation in Batangas

A National Bureau of Investigation (NBI) personnel allegedly confronted Land Transportation Office (LTO) law enforcers after they stopped his son for a road obstruction violation during a roadside enforcement operation in Lipa City, Batangas on August 12, 2026.
The incident began when LTO personnel flagged down a vehicle that was illegally parked along the national highway and obstructing traffic. The driver was instructed several times to move the vehicle to a designated parking area but allegedly refused to comply and questioned the authority of the LTO enforcers.
The driver also reportedly identified himself using an identification badge from a national government agency.
While the LTO personnel were talking to the driver, his father arrived in a pickup truck and identified himself as an NBI personnel. He likewise questioned the authority of the LTO law enforcers who were carrying out the roadside operation.
During the confrontation, the NBI personnel allegedly made statements concerning the possession of a firearm.
The LTO subsequently included the matter in its investigation to determine the circumstances of the incident and whether any violations were committed.
The LTO also found that the pickup truck allegedly used unauthorized blinkers. Following the incident, the LTO issued Show Cause Orders (SCOs) to the registered owner and driver of the pickup truck, directing them to appear before the agency's Intelligence and Investigation Division (IID) at the LTO Central Office and submit their explanations and required documents.
The alleged violations include unauthorized or unlawful use of blinkers and improper person to operate a motor vehicle.
These violations may result in the suspension or revocation of a driver's license, subject to the outcome of the investigation and due process.
The LTO also ordered the surrender of the unauthorized blinkers during the scheduled proceedings. The LTO law enforcers who witnessed the incident were likewise invited to provide statements as part of the investigation.
As an interim measure while the investigation is ongoing, the LTO imposed a 90-day preventive suspension on the driver's license of the concerned driver.
The pickup truck was also placed under alarm status.
LTO Chief Assistant Secretary Markus V. Lacanilao said enforcement personnel were merely performing their duties to maintain order and safety on the roads.
"Our law enforcers are only performing their duties to maintain order and safety on the roads.
No position or identification should be used to question or obstruct legitimate law enforcement," Lacanilao said.
He added that the LTO would continue to enforce traffic regulations fairly and in accordance with the law.
"Those found to have violated the rules will be held accountable in accordance with due process, regardless of their position or identification," he said.
The LTO said it would continue its enforcement and road-clearing operations to ensure the smooth flow of traffic, promote road safety and ensure that traffic regulations are applied fairly to all motorists.
